First, the state

A Florida licence for every rentalA home or condominium unit rented to guests more than three times a year for under 30 days is a vacation rental in Florida law. It needs a licence from the DBPR Division of Hotels and Restaurants, and every city below asks for proof of it.

Cities can't ban themFlorida law stops cities from banning short-term rentals or limiting how often or how long they are rented. Cities regulate them instead: registration, inspections, occupancy and local contacts.

Bills to watchSB 280 (2024), a state overhaul of vacation-rental rules, was vetoed on 27 June 2024. In 2026 a pool-safety bill for rentals, SB 658, passed the Senate 37–0 on 19 February and died in the House on 13 March; its House counterpart, HB 79, died in committee the same day. It may come back in 2027.

City by city

Each row comes from that City's own pages, checked 26 October 2026. Fees change; where a figure could not be confirmed, it says “check with the City”.

Read the table with two things in mind. The City rules are only part of the picture: enforcement and the supply of licensable homes differ more from city to city than the fee schedules do. And at 3541 NE 13th Ave, the City of Oakland Park has confirmed in writing, in a zoning verification obtained through the seller's counsel at Becker, that each of the two condominium units can hold its own short-term rental licence.

On the guest limits. Oakland Park's 8-guest cap applies per licensed rental, and the cap is per lot or structure where several dwellings share one. At 3541 each home is a separate condominium unit with its own licence, so the pair is marketed as up to 16 guests combined, subject to licensing: more than any single licensed house in the table. Oakland Park is also the lowest-cost city here to register in.

Oakland Park, in detail

The City adopted its short-term rental rules in 2018 and applications are made online. A change of ownership needs a new initial registration.

Questions investors ask

Short answers, from the City and state sources above.

Does the short-term rental licence transfer to a buyer?
No. In Oakland Park each owner applies in their own name; the City says a change of ownership needs a new initial registration. Pompano Beach permits are not transferable either. Plan for the registration, inspection and DBPR licence after you close.
Can both units at 3541 NE 13th Ave be licensed?
Yes, each separately. The City of Oakland Park has confirmed in writing (letter obtained through the seller's counsel at Becker) that each condominium unit can hold its own Short-Term Rental License, for up to 16 guests combined, subject to licensing.
What does Oakland Park inspect?
Building and fire codes, plus the posted items: occupancy and vehicle limits, the owner or agent's contact details, trash rules, the evacuation notice, the nearest hospital, an evacuation map at each bedroom door and a 911-capable landline. The inspection is $150.
How many guests can stay?
In Oakland Park, 2 per bedroom and 8 per rental. Fort Lauderdale allows 2 per bedroom; Wilton Manors 2 per sleeping room plus 2 in a common area. For Pompano Beach and Lauderdale-by-the-Sea, check with the City.
Do I need a state licence too?
Yes. Florida treats a home or condominium unit rented more than three times a year for under 30 days as a vacation rental, licensed by the DBPR Division of Hotels and Restaurants. You will also register for Florida sales tax and Broward County tourist tax.
Is Florida changing the rules?
SB 280, a state overhaul, was vetoed in June 2024. A 2026 pool-safety bill for rentals passed the Senate 37–0 but died in the House on 13 March 2026, and may come back in 2027.
